1. (a) In this subtitle the following words have the meanings indicated.

2. (b) “HBCU” means the following historically black colleges and universities:

   1. (1) Bowie State University;
   2. (2) Coppin State University;
   3. (3) Morgan State University; and
   4. (4) University of Maryland Eastern Shore.
3. (c) “Program” means the James Proctor Scholarship Program.
