1. (a) The Council shall meet at least three times per calendar year.

2. (b) Meetings shall be:

   1. (1) Open to the general public;
   2. (2) Held in a place accessible to the general public; and
   3. (3) Announced in advance.
3. (c) Minutes shall be kept of all Council meetings.
