Md. Code Ann., Educ. § 9.5-203 – Council members

(a) The Council consists of the following members:
1. (1) One member of the Senate of Maryland, appointed by the President of the Senate;
2. (2) One member of the House of Delegates, appointed by the Speaker of the House;
3. (3) The State Superintendent of Schools, or the Superintendent's designee;
4. (4) The Secretary of Health, or the Secretary's designee;
5. (5) The Director of the Head Start State Collaboration, or the Director's designee;
6. (6) The Special Secretary of the Governor's Office for Children, or the Special Secretary's designee;
7. (7) The Assistant State Superintendent of the Division of Early Childhood Development, or the Assistant State Superintendent's designee;
8. (8) The Director of the Office of Child Care within the Division of Early Childhood Development, or the Director's designee;
9. (9) The Assistant State Superintendent of the Division of Special Education/Early Intervention Services, or the Assistant State Superintendent's designee;
10. (10) The following members, appointed by the Governor:
  1. (i) One representative of a local education agency;
  2. (ii) One representative of an institution of higher education in the State;
  3. (iii) One representative of the Maryland State Child Care Association;
  4. (iv) One representative of the Maryland State Family Child Care Association;
  5. (v) One representative of the Maryland Association for the Education of Young Children;
  6. (vi) One representative of the Maryland School Age Child Care Alliance;
  7. (vii) One representative of a nonpublic prekindergarten provider;
  8. (viii) One representative of a Head Start agency in the State;
  9. (ix) One representative of a local management board;
  10. (x) One representative of the State Interagency Coordinating Council;
  11. (xi) One representative of the Ready at Five Partnership;
  12. (xii) One representative of the Maryland Parent Teacher Association;
  13. (xiii) One representative of the Maryland Library Association;
  14. (xiv) One representative of the business community with demonstrated leadership in early childhood care and education;
  15. (xv) One representative of the Maryland Family Network;
  16. (xvi) One representative of the Office of Child Care Advisory Council;
  17. (xvii) One representative of the Maryland State Education Association;
  18. (xviii) One representative of the Service Employees International Union;
  19. (xix) One representative of the Department of Disabilities;
  20. (xx) One representative of the Social Services Administration of the Department of Human Services;
  21. (xxi) One representative of a philanthropic institution;
  22. (xxii) One representative of the Maryland Association of Elementary School Principals;
  23. (xxiii) One representative of a local government agency that provides services to children;
  24. (xxiv) One representative of a local Community Action Agency;
  25. (xxv) One representative of the Maryland Chapter of the American Academy of Pediatrics;
  26. (xxvi) One representative who provides school health services to children;
  27. (xxvii) One representative of the Maryland Developmental Disabilities Council;
    (xxviii) One representative of the Maryland Council for American Private Education;
  28. (xxix) One representative from the Maryland Association of Boards of Education;
  29. (xxx) One representative from the Home Visiting Alliance; and
  30. (xxxi) One representative who advocates for homeless children; and
11. (11) One ex-officio member, appointed by the Council.
(b)
1. (1) A member appointed by the Governor shall serve at the pleasure of the Governor for staggered 4-year terms.
2. (2) A member may serve up to two consecutive 4-year terms.
3. (3) A member selected to fill a vacancy serves only for the balance of the term remaining at the time of appointment.
