1. (a) Notwithstanding any provision of local law, the board shall adopt rules and regulations governing the procurement of goods and services by the Baltimore City Public School System in accordance with § 5-112 of this article.
2. (b) The board shall adopt the Minority Business Enterprise and Women Business Enterprise goals of Baltimore City relating to procurement.
