1. (a) In this title the following words have the meanings indicated.
2. (b) “Grant Program” means the Purple Line Construction Zone Grant Program.

3. (c) “Qualified small business” means a sole proprietorship, a partnership, a limited partnership, a limited liability partnership, a limited liability company, or a corporation that:

   1. (1) employs 20 or fewer employees;
   2. (2) is independently owned and operated;
   3. (3) is not a subsidiary of another business;
   4. (4) is not dominant in its field of operation; and
   5. (5) is impacted by the construction of the Purple Line light rail project in Montgomery County and Prince George's County.
