1. (a) The Council may employ a staff and retain professional consultants.

2. (b) The Council shall:

   1. (1) determine the powers and duties of the staff; and
   2. (2) set the compensation of the staff.

3. (c)

   1. (1) The Executive Director shall appoint and remove the staff of the Council.
   2. (2) The Executive Director may contract for professional or consultant services.
4. (d) The Executive Director may make agreements with local planning units in the region for temporary transfer or joint use of staff.
