1. (a) The Council shall employ an Executive Director.

2. (b) The Executive Director:

   1. (1) is responsible for the daily operations of the Council; and
   2. (2) shall help develop policy recommendations for consideration by the Council or the Executive Board.
3. (c) The Executive Director serves at the pleasure of the Executive Board.
