1. (a) There is a Baltimore Region Transportation Board.
2. (b) The Board serves as the metropolitan planning organization for federal funding and certification as required by federal law.

3. (c) The Board consists of:

   1. (1) the Mayor of the City of Annapolis;
   2. (2) the County Executive of Anne Arundel County;
   3. (3) the Mayor of Baltimore City;
   4. (4) the County Executive of Baltimore County;
   5. (5) the President of the Carroll County Commissioners;
   6. (6) the County Executive of Harford County;
   7. (7) the County Executive of Howard County;
   8. (8) the Secretary of Transportation;
   9. (9) the Secretary of the Environment;
   10. (10) the Secretary of Planning; and

   11. (11) as authorized under 23 U.S.C. §§ 134 and 135:

       1. (i) the chief executive officer or president of the board of commissioners of any other jurisdiction; and
       2. (ii) the secretary or chief appointed official of any other unit of State government.
