  1. (a)

    1. (1) The Council shall meet at least quarterly at the times and places that it determines.
    2. (2) A majority of the members of the Council is a quorum.
    3. (3) An action of the Council is not effective unless approved by majority vote of all members of the Council.

  2. (b) A member of the Council:

    1. (1) may not receive compensation as a member of the Council; but
    2. (2) is entitled to reimbursement for reasonable expenses.
