1. (a) There is a Baltimore Metropolitan Council.

2. (b) The Council:

   1. (1) is a body politic and corporate; and
   2. (2) is not a unit of State government.

3. (c) The purposes of the Council are to:

   1. (1) serve as a forum for local officials and their representatives to identify and address problems in the region;
   2. (2) provide a central source of information and coordination for fashioning responses to needs in the region;
   3. (3) assist local jurisdictions in developing regional policies, prioritizing regional infrastructure needs, and developing regional strategies; and

   4. (4) facilitate coordination and collaboration among local jurisdictions and organizations in the Baltimore region to foster economic growth and development in the region in areas that include:

      1. (i) regional transportation;
      2. (ii) housing;
      3. (iii) workforce development; and
      4. (iv) renewable energy projects and usage.
