1. (a)

   1. (1) The Board shall establish a finance committee.
   2. (2) The treasurer of the Board chairs the finance committee and oversees the finances of the authority.

2. (b)

   1. (1) The Board may establish other committees as appropriate.
   2. (2) The membership of a committee may include individuals who are not Board members.
