1. (a) On or before December 1 of each year, the Center shall report to the Governor, the Administration, and, in accordance with § 2-1257 of the State Government Article, the General Assembly.

2. (b) The report shall include:

   1. (1) a complete operating and financial statement covering the Center's operations;
   2. (2) a summary of the Center's activities during the preceding fiscal year; and
   3. (3) a summary of the Center's activities specific to clean energy innovation.
