1. (a) The Corporation is exempt from:

   1. (1) Title 10 and Division II of the State Finance and Procurement Article;
   2. (2) laws governing the State Personnel Management System under Division I of the State Personnel and Pensions Article; and
   3. (3) §§ 19-205 and 19-206 of the Local Government Article (Conditions upon Sale of Public Securities).

2. (b)

   1. (1) The Corporation is subject to:

      1. (i) the Public Information Act; and
      2. (ii) subject to paragraph (2) of this subsection, the Open Meetings Act.
   2. (2) For purposes of the Open Meetings Act, a project site visit or educational field tour may not be considered a meeting of the Corporation if no organizational business is conducted.
3. (c) The Board and employees of the Corporation are subject to the Public Ethics Law.
