1. (a)

   1. (1) On or before January 1, 2016, and January 1 of each subsequent year, the Department shall submit a report on the implementation of the Program to the Governor and, in accordance with § 2-1257 of the State Government Article, the Senate Budget and Taxation Committee and the House Ways and Means Committee.
   2. (2) The Department shall publish the report on the Department's website in a publicly available format.
   3. (3) The report published on the website may not include any proprietary or confidential information.

2. (b) The report shall include, with respect to each nonprofit institution of higher education that has received an allocation of funds from the Fund:

   1. (1) the name and address of the institution;
   2. (2) the names of the individuals making decisions on behalf of the institution regarding expenditure of the funds allocated;
   3. (3) the amount of funds received during the previous fiscal year;
   4. (4) the cumulative amount of funds received; and
   5. (5) the amount of funds remaining unspent at the end of the previous fiscal year.
