1. (a) In this subtitle the following words have the meanings indicated.

   1. (1) “Private corporation” means a Maryland corporation organized to establish, operate, and maintain a foreign trade zone under the federal Foreign Trade Zones Act.
   2. (2) “Private corporation” does not include a public corporation.

3. (c) “Public corporation” means:

   1. (1) the State;
   2. (2) a subdivision of the State; or

   3. (3) an incorporated public authority, commission, agency, or other corporate instrumentality of:

      1. (i) the State;
      2. (ii) a subdivision or municipal corporation of the State; or
      3. (iii) the State and another state.
