1. (a)

   1. (1) Four members of the Authority are a quorum.
   2. (2) The Authority may not act on any matter unless at least four members in attendance concur.
2. (b) The Authority shall determine the times and places of its meetings.
3. (c) A member of the Authority is entitled to reimbursement for expenses under the Standard State Travel Regulations, as provided in the State budget.
4. (d) The Authority may employ a staff in accordance with the State budget.
