1. (1) for the purposes described in Part VI and §§ 5-430, 5-431, and 5-438 of this subtitle; and

2. (2) to pay expenses of the Authority, including expenses:

   1. (i) for administrative, legal, actuarial, and other services;

   2. (ii) related to:

      1. 1. issuance or insurance of bonds and authorized purpose obligations; and
      2. 2. funding of reserves; and
   3. (iii) of providing other financial assistance under this subtitle.

The Fund shall be used:
