1. (a)

   1. (1) Five members of the Authority are a quorum.
   2. (2) An affirmative vote of at least four members is needed for the Authority to act.
2. (b) The Authority shall determine the times and places of its meetings.

3. (c) A member of the Authority:

   1. (1) is not entitled to compensation as a member of the Authority; but
   2. (2) is entitled to reimbursement for expenses under the Standard State Travel Regulations, as provided in the State budget.
