1. (1) operation of an information exchange governing current and new technical information and data about all aspects of nonprofit management, including:

   1. (i) nonprofit start-up;
   2. (ii) budgeting and financial management;
   3. (iii) facilities development and management;
   4. (iv) board development;
   5. (v) organizational development and strategic planning;
   6. (vi) marketing;
   7. (vii) federal and State contracting and grant making;
   8. (viii) individual, corporate, and foundation fund-raising;
   9. (ix) volunteer management;
   10. (x) personnel management;
   11. (xi) federal and State tax law and regulations;
   12. (xii) federal and State law and regulations governing charitable solicitations;
   13. (xiii) federal and State regulations applicable to licensing or accreditation;
   14. (xiv) federal and State financing programs; and
   15. (xv) information technology; and
2. (2) individual consultation and technical assistance to any qualifying nonprofit entity that requests the service, including assistance on any of the subjects identified in item (1) of this section.

The Program shall provide assistance to qualifying nonprofit entities, including:
