1. (a) This section applies notwithstanding any other law.

2. (b) Subject to subsections (d) and (e) of this section, the Secretary may transfer money among any of the accounts that are:

   1. (1) in the Department or subject to its control; and
   2. (2) used to provide financial support of any kind.

3. (c) Subject to subsections (d) and (e) of this section, the Secretary may transfer money to the Economic Development Opportunities Program Account established under § 7-314 of the State Finance and Procurement Article from any of the accounts that are:

   1. (1) in the Department or subject to its control; and
   2. (2) used to provide financial support of any kind.
4. (d) A transfer under this section from the Industrial Development Fund shall comply with § 5-432 of this title.
5. (e) A transfer under this section shall comply with the amendment process for appropriations established by § 7-209 of the State Finance and Procurement Article.
