1. (a) The exercise of the powers and performance of duties of the Council under this subtitle is subject to the approval of the Secretary.

2. (b) The Council may:

   1. (1) adopt regulations to carry out this subtitle;
   2. (2) enter into contracts and agreements;
   3. (3) obtain services;
   4. (4) ask any other unit of the State for assistance and data that enable the Council to carry out its powers and duties;
   5. (5) accept federal money for any purpose of this subtitle;
   6. (6) accept gifts, donations, or bequests for any purpose of this subtitle; and
   7. (7) carry out this subtitle.
