1. (a) This subtitle does not impair a right of arrest otherwise existing under the Code.

2. (b) This subtitle does not deprive a person of the right to receive a citation for:

   1. (1) a traffic violation as provided in the Maryland Vehicle Law;¹ or
   2. (2) a criminal violation as provided by law or the Maryland Rules.
