1. (a) This section does not apply if:

   1. (1) an act is agreed to by a forfeiting authority or is ordered by the court; or
   2. (2) an owner posts a bond under § 13-510 of this subtitle.

2. (b) Until the court enters judgment in favor of the owner, an owner may not attempt:

   1. (1) to convey or encumber an interest in seized real property; or
   2. (2) to remove a building or fixture on seized real property.
