1. (a) The Governor may remit all or part of a fine or forfeiture.

2. (b) A defendant or surety applying for the remission of all or part of a recognizance that has been forfeited:

   1. (1) may apply to a court to order the remission in accordance with Title 4 of the Maryland Rules; and
   2. (2) need not apply to the Governor to order the remission.
