1. (a) In this subtitle the following words have the meanings indicated.
2. (b) “County commissioners” means the Board of County Commissioners of Kent County.

3. (c) “Permit” means:

   1. (1) a multiple gaming device permit issued under § 13-1703 of this subtitle; or
   2. (2) a raffle permit issued under § 13-1704 of this subtitle.
4. (d) “Raffle” means a lottery in which a prize is won by a person who buys a paper chance.
