1. (a) The majority of the arbitrators may determine any question and render a final award.
2. (b) If an arbitrator for any reason ceases to act during the course of the arbitration hearing, the remaining arbitrators or arbitrator appointed to act as neutral, may continue with a hearing and the determination of the controversy.
