1. (a) In this subtitle the following words have the meaning indicated.
2. (b) “Director” means the director of the personnel merit system.
3. (c) “Employee” means a person who is employed in a position that is subject to the personnel merit system.
4. (d) “Personnel merit system” means the personnel merit system for the office of the clerk of the Circuit Court for Baltimore City, as created and provided for under this subtitle.
