1. (a) When and in the manner authorized by law, a District Court judge may issue:

   1. (1) Warrants of arrest; and
   2. (2) Warrants for search and seizure or for interception of communications.

2. (b) A District Court judge may issue:

   1. (1) Writs of habeas corpus ad testificandum or ad prosequendum; and
   2. (2) Writs of error coram nobis.
