Severability and Construction

Article XIII. Severability and Construction.

  1. (a) The provision of this Compact shall be severable, and if any phrase, clause, sentence, or provision is deemed unenforceable, the remaining provision of the Compact shall be enforceable.
  2. (b) The provisions of this Compact shall be liberally constructed to effectuate its purposes.
