1. (a) The Department shall:

   1. (1) inspect and approve or disapprove the material, equipment, and methods used to construct a State correctional facility; and
   2. (2) inspect the State correctional facility during the course of construction.
2. (b) The duty of the Department under this section does not relieve an architect or engineer of a supervisory responsibility for which the architect or engineer is employed.
