1. (a)

   1. (1) A majority of the authorized membership of the Commission is a quorum.
   2. (2) The Commission may not act unless a majority of the authorized membership concurs.
2. (b) The Commission shall set the times and places of its meetings.

3. (c)

   1. (1) The chairman of the Commission is entitled to:

      1. (i) an annual salary of $6,000; and
      2. (ii) reimbursement for expenses under the Standard State Travel Regulations,¹ as provided in the State budget.

   2. (2) Each other member of the Commission is entitled to:

      1. (i) an annual salary of $4,000; and
      2. (ii) reimbursement for expenses under the Standard State Travel Regulations, as provided in the State budget.
4. (d) While in office, each member of the Commission shall be covered by a surety bond or an insurance policy of the type and in the amount of coverage determined by the State Treasurer under § 5-108 of the State Government Article.
5. (e) The Commission may employ a staff in accordance with the State budget.
6. (f) The Commission shall have its general offices in Baltimore City.
