1. (a)

   1. (1) The Secretary of State shall keep a properly indexed record of registrations granted under this subtitle.
   2. (2) The record shall show any altered or canceled registration.
2. (b) The Secretary of State shall issue a certificate of registration to each person granted a registration under this subtitle.
