1. (a) An applicant for a license to act as a manufacturer shall maintain an established place of business for the manufacture and storage of cigarettes.
2. (b) An applicant for a license to act as a storage warehouse shall maintain an established place of business for the storage of unstamped cigarettes.

3. (c) An applicant for a license to act as a subwholesaler shall maintain:

   1. (1) an established place of business, including warehouse facilities, for the sale of cigarettes; and
   2. (2) necessary equipment and vehicles for the storage and distribution of cigarettes.
4. (d) An applicant for a license to act as a vending machine operator shall maintain an established place of business, including warehouse facilities, for the purchase, storage, and distribution of cigarettes.

5. (e) An applicant for a license to act as a wholesaler shall maintain:

   1. (1) an established place of business, including warehouse facilities, for the sale of cigarettes; and
   2. (2) necessary equipment and vehicles for the storage and distribution of cigarettes.
