Md. Code Ann., Bus. Reg. § 14-218 – Registration issuance and effective date

(a) The Commissioner shall register an offer of a franchise if it meets the requirements of this subtitle.
(b) Unless a stop order is in effect, registration of the offer of a franchise automatically takes effect at:
1. (1) noon on the 30th business day after an application for registration or the last amendment to it is filed; or
2. (2) an earlier time that the Commissioner sets.
