1. (a) If an applicant qualifies for a license under this subtitle, the Board shall send the applicant a notice that states that:

   1. (1) the applicant has qualified for a license; and
   2. (2) the Board will issue the license to the applicant, on receipt of the appropriate license fee established by the Board in accordance with § 4-206 of this title.
2. (b) On payment of the appropriate license fee, the Board shall issue a license to each applicant who meets the requirements of this subtitle.
