1. (a) A majority of the authorized membership of the Board is a quorum.
2. (b) The Board shall determine the times and places of its meetings and hearings.

3. (c) A member of the Board:

   1. (1) may not receive compensation; but
   2. (2) is entitled to reimbursement for expenses under the Standard State Travel Regulations,¹ as provided in the State budget.

4. (d)

   1. (1) The Board may employ a staff in accordance with the State budget.
   2. (2) The Board may require the staff to be covered by a surety bond or an insurance policy of the type and in the amount of coverage determined by the State Treasurer under § 5-108 of the State Government Article.
