1. (a) In addition to any powers set forth elsewhere, the Board may adopt:

   1. (1) any bylaw for the conduct of the proceedings of the Board; and
   2. (2) any regulation to carry out this title.

2. (b) In addition to any duties set forth elsewhere, the Board shall:

   1. (1) adopt a seal;
   2. (2) determine a type of marker, monument, stake, or other landmark that a licensee shall use in practicing land surveying and practicing property line surveying;
   3. (3) keep a record of its proceedings; and
   4. (4) by regulation, formalize minimum standards of practice for licensees.
