1. (a) Except as provided in subsection (b) of this section, in Hyattsville, the Board may issue a license only for:

   1. (1) beer;
   2. (2) light wine; and
   3. (3) liquor for consumption on the premises of a holder of a Class B license.

2. (b)

   1. (1) The Board may approve the transfer of one Class B beer, wine, and liquor license with an off-sale privilege for use in Hyattsville.
   2. (2) The annual fee for a license transferred under paragraph (1) of this subsection is $1,500.
