1. (1) written restrictions that are reasonable, clear, and understandable; and
2. (2) written regulations to enforce the restrictions that comply with due process, including providing for notice and a hearing.

The Board may impose restrictions on a license holder to enable the Board to carry out the duties imposed on it by this article if the Board develops:
