1. (a) There is a Director of the Services, who shall be the chief administrative officer of and exercise general supervision over the Services.
2. (b) The County Executive shall appoint the Director with the consent of the County Council.
3. (c) The County Executive shall determine the qualifications of the Director.

4. (d) The Director:

   1. (1) serves at the pleasure of the County Executive; and
   2. (2) shall devote full time to the duties of the Services.
5. (e) The County Executive shall set the salary of the Director with the approval of the County Council.
