Issuance of licenses

(a) The Board of License Commissioners or the Hearing Board may issue licenses.
(b) The county shall:
1. (1) pay from the license fee receipts the salaries and expenses of the Board of License Commissioners; and
2. (2) devote the balance of the receipts to the general purposes of the county.
