1. (a) The Board shall meet at least once a month.

2. (b) The County Commissioners shall set:

   1. (1) the annual salaries of the regular members of the Board; and
   2. (2) the salary of the substitute member on a per diem basis.

3. (c) The Board may:

   1. (1) employ:

      1. (i) a secretary;
      2. (ii) inspectors; and
      3. (iii) clerical and other assistants as are necessary; and
   2. (2) set the compensation of the employees.
