1. (a) The County Commissioners shall appoint three members to the Board.

2. (b)

   1. (1) The term of a regular member is 3 years.
   2. (2) The terms of the regular members are staggered as required by the terms provided for members of the Board on July 1, 2016.
3. (c) The County Commissioners may remove a member for misconduct in office, incompetence, or willful neglect of duty.
