1. (a) This section applies to an owner, an operator, or a manager of any premises open to the public or of a place of public accommodation where:

   1. (1) a form of entertainment is provided from 2 a.m. to 6 a.m. on any day; and
   2. (2) alcoholic beverages are consumed at any hour of the day.

2. (b) A person specified under subsection (a) of this section shall:

   1. (1) register with the fire department and the Department of Housing and Community Development; and
   2. (2) comply with all federal, State, and City building, fire, health, and zoning laws.
