1. (a)

   1. (1)

      1. (i) The chair and each other regular member of the Board shall receive an annual salary that:

         1. 1. is not less than $28,500;
         2. 2. is set in the ordinance of estimates; and
         3. 3. includes any cost-of-living increase available to members of the City Council.
      2. (ii) The substitute member of the Board shall receive an annual salary of $16,000.
   2. (2) The chair and each other regular member of the Board are eligible to receive the same health benefits that full-time employees of the Board receive.

2. (b) Subject to subsections (c) through (e) of this section and § 12-207 of this subtitle, the Board shall:

   1. (1) employ:

      1. (i) a qualified attorney to serve as counsel for the Board in actions seeking judicial review of decisions of the Board;
      2. (ii) an executive secretary and a deputy executive secretary; and
      3. (iii) inspectors, clerical staff, and other assistants as are necessary to fulfill the mission of the Board and enforce the alcoholic beverages laws of the State;
   2. (2) set the salaries of the employees; and
   3. (3) use as needed the advice of the Baltimore City Law Department.

3. (c)

   1. (1) The salary for the position of attorney specified in subsection (b)(1)(i) of this section shall be at least the salary assigned to that position on May 30, 2014.
   2. (2) For civil service employees, salary levels and adjustments shall conform to the policies of the City's Board of Estimates, Civil Service Commission, and Department of Human Services, including the City Union of Baltimore salary scales.
   3. (3) In determining the appropriate salary level for an employee, the Board may consider the employee's length of service, performance, and experience.

4. (d)

   1. (1) The executive secretary and the deputy executive secretary shall:

      1. (i) 1. be residents of the City; or

         1. 2. have served in the City government for a minimum of 5 years immediately preceding their appointment;
      2. (ii) be of high character and integrity; and
      3. (iii) be employed on the basis of their executive skill and experience.
   2. (2) To the extent practicable, all other employees of the Board shall be residents of the City.

5. (e)

   1. (1) Except for the executive secretary and the deputy executive secretary, all employees of the Board:

      1. (i) are in the classified civil service of the City; and
      2. (ii) may be hired and removed only in accordance with the law that governs classified civil service employees of the City.
   2. (2) The executive secretary and the deputy executive secretary shall serve at the pleasure of the Board.
