1. (a) The Mayor and City Council of the City may adopt regulations that in their judgment give the City more effective control of each licensed establishment.

2. (b) The regulations:

   1. (1) may be added to or substituted for provisions of this article; but
   2. (2) may not be inconsistent with those provisions.
