1. (a) A majority of the full authorized membership of the Commission is a quorum.
2. (b) The Commission shall meet monthly at the times and places that the Commission determines.

3. (c)

   1. (1) The secretary of the Commission promptly shall send the Governor a certified copy of the minutes of each meeting of the Commission.
   2. (2) The minutes shall include a copy of each regulation that is adopted.
4. (d) Each member of the Commission is entitled to reimbursement for expenses under the Standard State Travel Regulations, as provided in the budget of the Commission.

5. (e)

   1. (1) With the advice of the Commission, the Executive Director may employ staff in accordance with the State budget.
   2. (2) The staff of the Commission is in the State Personnel Management System.
