Mass. Gen. Laws ch. 126, § 25
The keeper of each jail and the superintendent of each house of correction shall, at the county's expense, cause it to be constantly kept in as cleanly and healthful a condition as may be. No permanent vault shall be used in any apartment. Every room occupied by a prisoner shall be furnished with a suitable bucket, with a cover made to shut tight, for the necessary accommodation of such prisoner, and such bucket, when used, shall be emptied daily and shall be constantly kept in good order.
