Distribution and use of funds, if any, by regional councils shall be governed by rules and regulations promulgated by the department with the advice of the EMS system advisory board. Such rules and regulations shall recognize the following goals and objectives for the use and disbursement of such funds:

1. (1) maintenance and operation of regional emergency medical services councils;
2. (2) maintenance and operation of regional communication centers; and
3. (3) training of EMS personnel, such training to be interpreted to include initial training and recertification.
