The purpose of 945 CMR 4.00 is to establish standardized policies and procedures for

1. (a) procuring the services of an Owner's Representative and
2. (b) the Owner's Representative's professional project oversight responsibilities on Major Contracts as defined in M.G.L. c. 30, § 39M½.
